Consultancy for developing Live streaming app with interactive quizz features and complex user organization

I want to build an application where I can live stream voice, audio and interactive content (quiz games). The users should be able to watch the stream on one device (tv) and play the quizes with their smartphones in real time.

I need someone who can help me figure out the perfect stack for this project and define a structured plan for to find developers. Or in the best case someone who can do both.
