I need a cross platform app (not web based app) it needs to look and perform

i need someone who can explain to me in layman's terms what is required/left to get my app completed and published - if you do not have the time to explain to me the process in which you will take to do this job DON'T BID!

this app requires a few things
access to users location - being able to go live from app - being able to review/reply to review
being able to book tickets/seats - payment gateways - and more once you have read this entire
description add the phrase "ready for prd" in your bid only those with the phrase will get a reply
companies will be able to pay for ad space to be featured first on the search list

I have a clickable UX/UI design of my app the app is about 90% clickable and I have the PRD for t his project which i will only provide to the person who is chosen to finish my app
