QR Code Payment App for Retail

I'm seeking a talented mobile app developer to create a cross-platform iOS and Android application for processing retail transactions via QR codes.

I need something that will process payment with a QR code. My app should be similar to an online banking institution where all payments will be held within my app so I need secure encryption. What I’m imagining is that the customer will download my app and deposit a certain amount of funds in their account And then the merchant and or seller will also download my app and have my QR code on whichever market or business they are selling. What would happen at that point is the consumer will scan the merchants QR code and then manually insert how much they are paying that is the whole basis of my app.
