Building of an Apps User Interface for Android

This App UI won’t need meet the criteria or standard to make it on the Google Play Store.
The app will need to have the UI , i.e. swiping, touch feedback, finger strokes, exact colors scheme of the application.I must be able to change certain numerical values and text content scripted in the applications framework. The user interface & experience must be responsive to the touch and will be without all of the encryption and technical coding etc.
