Build a simple APP that matches colors of one section of an insert, to another section

Build a simple application for iOS and Android users
Please see the attached picture in addition to reading the details of this project. The picture shows an insert with color blocks. You are not responsible for creating the insert, only the app that the insert is used with.
Each color block on the top part (where there are more than 30 color blocks) will have an identifier. For example, B1, CGH4, BUNK43, NqiA21, AL9090, etc. Each identifier will be unique to its color. The examples I provided here are not real. The actual identifiers will be given to the winning bid of this APP project.
The initial color at the bottom (where there are only 10 colors) will all show with different colors. The app should be able to match any color block on the bottom side of the insert to the top part of the insert. This means that even if the bottom color block section changes color, for any reason, the program should still identify the changed color and match the result with the top section block.
Example 1: If the bottom block section has a color exactly like the color from CGH4, BUNK43, for example, then the final result is CGH4, BUNK43, with the color being displayed to the app user with the identifier name.
Example 2: If the bottom block section had a color that was exactly like the color from CGH4, BUNK43, but the color changed for those two blocks to a different identifier, for example (NqiA21, AL9090) then the final result is NqiA21, AL9090, because the colors changed. Results should be displayed with the color being displayed to the app user with the identifier name.
After the user gets the result, using the functions programmed within the application, the user should have the ability to "email" themselves the results of the insert. Think of it as IQ tests. When the test results are done, there are programs that allow users to send themselves the results of the test via email.
In addition, we should also receive the same email, so that, in case the user does not receive it, we will receive it and we can send it to them.
The layout and user interface of this application is quite simple. The winning bid will demonstrate that they have read these details and looked at the attached file carefully.
