Build an office-workflow android app.

The android app is for indoor office material transportation, and alerts (man-down). (Based on the user connected).

I need an app that communicates with a MySQL database (the database is already built), sends and receives XML or JSON (preferably both) to a webserver.
The app must have a password-protected configuration setting for the webserver IP, and database connection.

I have a sample layout on this, but I'm willing to discuss this further.

The project is a prototype for healthcare area but I cannot present as healthcare.
So prototype is soft on budget but the end-user version project will have a much better price.
Whoever gets to develop this, will make the end-user version.
