Build a bidirectional live camera app

We need an app that works similar to Ring, Arlo, etc. We would like it to control a PTZ style camera with 4G/5G data connection or possibly wifi, remotely. We also would like an external output controlled remotely such as lights, gate opener, or similar, while viewing live (which the others do not offer). Notifications such as motion alerts as well. This is for the agriculture industry.
