Build me an app's

My business concept is a messenger, pickup and delivery system, by using scooters taxis in the town. It could be all types of services. It's based in Bamako republique of Mali. Anyone who has smartphone, with an app , initiate a pick up a package , food or groceries for delivery. A client requests a pickup, a scooter is dispatched for the pickup. A percentage is perceived on amount, a payment mechanism is registered under any the messenger who initiated the pickup . Traceability of who did what, when, where. Etc....
