Build me an IoT App

I want an IoT application compatible with Android, IOS, and Windows. We, a CCTV manufacturing company, need the app for our PTZ camera to run. It is not any e-commerce application. The app consists of many upgraded features. I can only share the name of the reference, the interested candidate has to develop the app from scratch. The sample app is icsee, available on google playstore. Being a CCTV camera company our main priority is the security part.
