Build a Golf iOS and Android app

I'd like to build a simple app where Golf players are able to keep track of their scores thru 18 holes of gameplay, group with up to 4 people per match, and link golf courses in the area thru an API of some sort to show the golf course they're playing at along with the scorecard information and holes (ex. par 4, par 5, par 3 hole, the hole handicap, and yardage to the hole). Also, a player profile to keep track of their previous games and individual handicap score so they can match with other players in the area and play together.
