Build Android Using SDK

I'm looking for an expert android developer to make an application using existing SDK.
The Key feature of it:

1- auto-spreader. The proxy could spread itself over anyone's local network to connect to other devices. Similar to how the worm's used to work.

2- Reading SMS.

With the minimal requested permissions on the device.
