Build an Android/Iphone App or Website similar to Duolingo Language Learn App

I am a fellow programmer and I recently started to get some clients to make programs. I gathered almost all user requirements. It might seem complicated at first, but I have built a base for everything to work “fairly smoothly”. I am looking for a serious team of people or individuals that I can rely on for many future projects to come.
It is a special case as it involves teachers, kids/students and parents.

It involves Headteacher, teacher, student, parent
“Teacher Should Be Able To” section
Barcode scan
“TYPES OF EXERCISES” section - Not a dealbreaker if you can’t do these, but a plus if you can. There might be some dll and libraries that you can use for these
Record voice in greek and see if it matches the correct greek voice
Draw - should need image recognition
