Build an Android App

An app to be built to show available WiFi networks around me and connect to the WiFi network after a couple of API calls. That's it! Can you build this simple Android App for us? The required APIs can be provided by us, and you can also quote if you can build 5-7 simple PHP APIs to be used with the Android app.
