Blockchain app developer

I need a blockchain developer preferred on Ethureum. The app would have two interfaces:

First interface an admin person stores some details about a particular user on the ledger. (say name, DOB and another text details)... protected by a password.

Second interface is used by anyone to search the ledger and retrieve details about someone. They could search using individual ID or some sort of identification. Once located and correct password provided, they will be able to see the details of the user.
