Block Access to Android Notification Bar in Android 12 and above

Need just a Proof of concept sample code/app that can block notification bar in android 12 and 13 programmatically when app is both in foreground or in background. Need this without rooting or connecting device via ADB. It should be done in a way which is supported via play store policies. If you need to see how it works below android 12, please download Kids Place Parental Control App from Play Store and see in action how no option is accessible in notification bar as notification bar automatically slides up and close as soon as user let go of swipe. I am looking for any solution not just this type to block accessing/tapping/clicking anything on notification bar on Android 12 and 13.
