Bizmo App - Need to create a Perfect RFP -- 2

Need a perfect Request for Production for the creation of an App. See attachment for details. NOT looking for developer quotes yet. Need Brainstorming (knowledge base expert(s)) for ideas on this app. Need BEST, most advanced tools identified for streamlined creation of this app at lowest cost and most advanced features. There are faster, better ways, automated resources, newest technologies that simplify things, economies of scale, advanced functionalities that are lower costing, etc etc. There are competitors who have already created parts of what I plan to create wherein we can reference/duplicate them, not having to recreate the wheel, steal best features inexpensively and make something better than them and duplicate it very quickly. NEED app creation EXPERT(S) who can identify exactly what needs to be created for effective bidding on this app from developers. You MUST be an Expert in the field, having done MANY such projects.
Goals: 1. Perfect, detailed RFP that I can use to get exact competing bids. 2. RFP contains exactly what to create before goes to bid, 3. Expert(s) who have done their research who can precisely tell me the best strategy for every aspect of creating this app. 4. Get a list from you of the top 10 app developers who can create this app as part of this project.
