Audio capture with recording of a specified file size.

I am looking for an experienced programmer to create a custom audio capturing algorithm for our existing business. The primary function of the algorithm is to capture and record audio with high quality. We require the algorithm to effectively capture audio without any background noise interference. The algorithm should be implemented in React and run on both iOS and Android. The algorithm will be associated with a button; audio recording should be triggered when the button is pressed and concluded when it is released.The algorithm should take as parameters the path for recording the audio file and the duration of the audio (in seconds). If the recorded file is shorter than specified, the algorithm should replicate the file until the required duration is reached. If the audio file duration exceeds the specified duration, it should be trimmed to meet the specified duration.
