Architect a Cross-platform Social Media Progressive Web App (PWA) to Run on iOS and Android, with an AWS Cloud Back-end

I'm searching for a talented architect and/or developer to architect a social media app that can be installed on a Web, Android, and iOS devices, using a PWA front-end referencing a cloud-based back-end. This application must also be stored, updated, and deployable using GitHub CICD. Can use existing open-source projects. Must be low cost to build. Must be secure. Cost to maintain must be low and scale with usage. Must be stable, fast, and reliable.
