Arabic Diacritic-insensitive PDF search on Android

BaAlwi Android app (www.BaAlwi.net) has a collection of PDFs in the Arabic language. These PDFs are encoded in the PDF/A-2u standard. The app is coded in Java. The objective is to develop Android code that can search Arabic PDFs whilst ignoring all diacritics and/or accents. This is similar to what search engines perform online. I’m attaching a sample PDF for reference.
