Application pour streaming

I am looking for an experienced =developer to create a streaming application that supports both video and audio content. The application should allow for on-demand streaming, giving users the ability to access content whenever they want. Additionally, the application should be device-agnostic, meaning it should be compatible with all devices.

Ideal skills and experience for this job include:
