App to temporarily block access to devices

I am looking to hire a freelancer to create an app for me that temporarily blocks access to other devices. Access should be only granted when a set of questions are completed. The app should be compatible with iOS and Android operating systems. It should also have a password protection feature, so only the host with the password can unlock the device after the temporary block is activated. I am flexible with how long the temporary block should last; ideally I would like the user host to be able to stipulate how long. Looking forward to seeing quotes from qualified individuals!
