App for setting up auto replies to texts and calls

I am looking for a freelancer to help me develop an app that can set up auto replies to texts and calls. The app should be compatible with both iOS and Android, and I have a rough idea of which features and functionalities I would like included but I need advice on the best way to implement them. I do not have any specific designs in mind for the user interface so I am open to suggestions from the freelancer.
