App for managing products distributors

We have a requirement to build following apps to manage ordering from our warehouse.
1. Admin app for warehouse manager - should have features like stock management, order state management and management of sales managers
2. App for sales manager to place order and collect payment on behalf of shops.
3. App for delivery associates to see orders on map and deliver
4. App for shop owners to register themselves, place bulk orders, see sate of order and trend of purchase.

We want to send notification(sms/whatsapp) on key order state changes to shop owners. And any order/payment collection should not take more than 3 clicks. We also want to have an option for collecting payment via upi.

Any tech stack except wordpress/woocommerce is ok.
