App for calling with verified identity

Simple Android and Ios app in under 100 lines of code. When app is installed people who are calling need to have the same app and logged in with National Digital Idenity ( Bankid for Norway) or they need to be in telephone book. If more than 3 people block the same person they will be locked out for 1 month on a personal level, not only with their telephone numbers like many services today. When people dont have the app or are locked out we need to send a SMS from the users phone informing the caller about the service or that they are lcoked out. One Bankid identity can verifiy more number, like parents children, and peoples work phones.
