App developer needed

I want to create a reading app that will allow new and emerging writers to create accounts, apply and write additional stories for the app. This app should be able to hold thousands of stories and accept payment from readers ( who also can create accounts using google, FB, or email) as they read stories on my app. I also want to be able to pay my authors as well (letting them see how many readers has seen their story each day and how much money they have generated for the month).
I also want the readers and the authors to be able to comment with one another. And I want my readers to gain bonuses for reading during different time increments.
