1 App compatible with Apple/Android (only a shell though for it to contain web)

I need someone to build me an app that will be approved to publish in App store and android phones.
When opening this up, it should just open a specific website, that's it. It should work as a browser but not have have any buttons or have anything visible, just an app that displays a pre-programmed website.
My website will be in PHP and contain HTML, JS jquery CSSS and will connect to the sql database on my webserver.
