App Restoration and Re-publishing on Google Play Store

I need to hire a freelancer to help restore an app that was previously available on the Google Play Store but was removed due to required API updates. Unfortunately, the source code for the app was lost when the developer's system was compromised. I need someone to either recover the app or recreate it from scratch, ensure that it complies with Google's latest policies and API requirements, and assist with re-publishing it on the Play Store.
