App Development : Magento 2.4 backend

We have a requirement for a suitable company to build an OS and Android app for us connecting to our Magento 2.4 website backend. It must be stated at the start that this is a vape related app, offering sales of vape products and as such cannot be included on Google or Apple Stores so needs to be downloaded directly.
This is very much a development idea for us and we do not have much of an idea of what we need other than customers (both retail and business so two levels) need to be able to buy through the app and the orders and management of those orders, be maintained in Magento backend.
