Android onActionMenu items order issue

I am working on my Android app to add the menu item for the webview such as format next to cut, copy, paste and select all. I'm having a problem with add the "FORMAT" menu as it wont set the menu item in the correct order. The only way I can do is clear the menu and add these menu in the correct orders, but I am unable to cut, copy and paste the text and image in the webview. If you can help me to fix the issue for $60 that would be great. No timewasters please. My work is 1 day deadline. I am looking forward to hearing from you.
