Android and iOs app

I need an android and ios app that detect if the device is playing a sound/music or not. If nothing is played for 1 minute, the app send a signal to a server and the server send an email.
The server will be able to check if the app installed is responding, if not send to a admin server a signal.

the app itself is simple page
it will send every 1 minute a signal to a server if the device where it is installed is playing any soungd or song

the server will handlle at least 1k devices at the same time
the server will check each app on each device every minute if the app is responding
if a device is not responding for 2 signals in a row the server send a warning to the admin


if the app detect no sound playing for 1 minute in the deivce where the app is installed, then it sends a signal to the server

there will be also an admin panel where the admin can see all the devices
Manage devices, ignore signals from certain devices
Send notifications to the admin when a device is not playing a song

I need also that all the apps can be updated remotely and automatically
each app can be published in official stores

if there is not sound the the device, the app can spoof a touch screen to simulate a human touch on screen to play a song


The app need to be compatible android 4.0.4 and above end on ios 8 or above
