Android-iOS mobile application (IP camera streaming)

I am looking for an experienced developer to create an Android mobile application for streaming live video from IP cameras.

Platform:
- The application will be developed on Android first.

Design:
- I have a rough idea of the design and layout for the application, but I need help fine-tuning it.

Skills and Experience:
