Android external usb camera device access with button click on device

My project seeks to develop an Android application that allows users to access a specific external USB camera for the purpose of recording videos when a button is clicked on the device. With one click, the application should capture a single image and initiate a 3 second timer that begins video recording. I have a particular external USB camera, a 12.0 Megapixel Portable Digital Camera (1080p/30fps) in mind. The application should be developed to fit this particular USB camera, so that I can have the best results for capturing, recording and live streaming. To ensure that the application works as intended, it should be tested on multiple devices both old and new. The application should also run at a consistent speed with no hiccups. The successful freelancer will need experience in developing applications for Android devices as well as understanding of how to work with an external USB camera.
