Android code conversion and issues fix

current codes are developed for Android 7, which need to be converted for Android 9. There seem to be security issues blocking some codes to work, especially with the Public Announcement (PA) and voice commands.

In android 7, it worked via recording the incoming voice message and send it to another service. But in Adroid 9, the system dialer seems to be rooted to do the same function.
