Android audio/video call using delphi/C++Builder

I am creating a webrtc mobile app for android.
Webrtc part works fine, but now I must create a service or classes that make/receive a call from current device to another.
One possible approach could be this. Create a receiver that on boot lauch a service. When the service recieve a push notification send a message to the app to show a form for the incoming call. When the user accepts the call, it shows the form with the webrtc window.
