Android app very simple with rs232 interface , no user interface, like a service, better if use Xamarin

Hi, I am looking for an Android app developer who can create a very simple app with an RS232 interface. The app will function as a service without a user interface.
Functionality:
- The app should be able to search for a specific file and if present, send an RS232 command.
RS232 Device:
- the device is connected with a USB-C to the tablet and i think Android see this device as ttyUSB0
Target Android Version:
- The app should be compatible with Android 11.0 and above.
The best is use Xamarin
