Android app to lock some device settings

I am looking for someone to help create an Android app to lock certain device settings. Specifically, the app should be able to lock Wi-Fi settings, Bluetooth settings, screen timeout settings, battery saver, factory reset, and safe mode power up. Additionally, it should include a password or PIN lock feature for security purposes. It needs to be compatible with all versions of Android starting from a specific version.
