Android app - for collage generation

I want an android app which takes pictures. In the end, it should generate a collage of those pictures.
Then, as user clicks 'publish', the collage to go on a touchscreen display wherein collage will be displayed in center and bottom will have a sign-off space for users to sign underneath the collage.
