Android app development in kotlin/Jetpack

We have a web platform made in php/MySQL/MongoDB
We need an Android app made in kotlin using Jetpack.
It is a chat app using socket programming connecting to MySQL and MongoDB.
All other basic chat functions are needed like:
One to one chat
One to many
Groups chat
Attachments/files upload/etc
Notifications from the web platform
Registration/Login/Forgot password

The app will connect to MySQL for user authentication and on successful authentication, it shall connect to MongoDB for retrieving chat messages.

We need this in 20 days and our budget is 200$

Designs for app will be provided.
