Android app development

I need your help in developing an android app with Google maps in it, but without any Pins (markers which show the location of a place on Map) which show the names and locations of all businesses.
I want to install it (plain google map) in my app, so it would show only a single type of Business on it, which I will add.

When I will click on the map, from where I will be standing that time, I (as admin) should be able to add business details, Photo of locations, name, phone, products that shop sell, rating etc(more options we can discuss later on), when phone number customer will click on phone number, call should be made from user's own mobile operator), also, we can leave some room for future customisation and when we will discuss more on this.

What I am looking for in this process:

I am looking for admin and customers side access in single app(if you think otherwise, please do share). As admin, i should be able to add , edit, remove
account or its information.
As customer, I should be able to search for shops with fixed keywords like hotels, ice cream shop.
These searches should use customers location and show the nearest shops results , in a circle of 300 meters only.

When customer will call the shop, the actual number shouldn't be shown to them to protect the personal Information of the shops owners.
Could you please let me know if it's doable with great UI. If all goes well and we will be needing you on regular basis for after app work as well like regular updates, changes etc.
