Android app to Read messages coming to WhatsApp either directly or from the Notifications Received

I am looking for a cost-effective Android Developer, who can provide an App with Source Code Transfer for reading the Sender Detail and the Messages Received to the Whatsapp which is installed on the same phone, and upload it to Server.
In case of any limitation in accessing the Data from Whatsapp, then I am ok with any other Options like Reading the Notifications with contents (post enabling the same in the Phone) which is received on the Phone or any other options with which the goal is achieved.
Do let me know if you can provide me with a simple cost-effective solution. Based on this, data read, the same will have to be sent to the Server in Firebase and also stored on the App. There has to be designed as a Service App so that this APP will run on Backgroud and cannot get Killed as it needs to be running in the Back ground.
