Android to Windows Desktop App Conversion

I need a professional to convert my Android application into a fully functional Windows desktop application. The desktop version must retain all critical functionalities of the Android app, which include:

- User authentication
- Push notifications
- Content delivery
- Videos/shorts
- Admin console
- Financial management
- Security and other compliance measures
- Offline Mode: The application should support offline mode where users can access certain features without an internet connection.
- Multi-language Support: Provide the ability to use the app in multiple languages to cater to a global audience.
