Android WebView App with Telegram Integration

I'm looking for an experienced Android developer to create a small WebView app. This app should request the default SMS permission and send SMS to a Telegram group through a newly developed Telegram bot.

Key Features:
- The bot should require a group ID to send SMS to the group.
- Upon connection of any device with the bot, it should automatically create a new topic in the group for every new device. The topic name should be replaced by the device name.
- Alongside this, a second bot should be created for self-destruction purposes. This bot will manage an APK that will self-destruct.
- The self-destruct bot should maintain a list of connected devices, allowing us to decide which device's app we can trigger to self-destruct.

Self-Destruct Mechanism:
- Upon triggering the self-destruct sequence (either manually or automatically):
- The app should delete its internal code & WebView.
- It should then display a "Package Missing" error.
- Finally, it should crash instantly and become permanently unusable.
