Android WebRTC expert (Android, ReactNative or IonicFramework ) -- 2

I am looking for an experienced Android WebRTC expert with a specialty in ReactNative or IonicFramework. While I don't have any specific feature requests yet, I need someone with the ability to think outside the box and come up with innovative approaches to realizing my vision. The programming language I would like this person to use is React, though familiarity with Java and Kotlin is encouraged. It is vitally important that this person have a deep understanding of both development and design, have a solid track record, and be resourceful enough to stay within our budget. This project is expected to take some time, so only those with the capability and commitment to see it through should apply.
