Android WebRTC Native to Java Integration for RTP Audio Streaming

I am looking for an experienced Android + WebRTC developer who can:
Compile WebRTC for Android (Native .so + Java interface).
Create a native C++ wrapper around WebRTC's VoiceEngine for RTP audio streaming.
Build a JNI bridge to expose native functions to Java.
Help integrate RTP audio sending/receiving into an Android app (Java side).
The goal is real-time audio streaming over RTP using manual IP and Port configuration, without using STUN/TURN/ICE servers.
