Android Utility App Development

I'm seeking an experienced Android developer to create a basic utility app for me.

Key Requirements:
- App should be developed for the Android platform
- Primary function of the app is to assist with motor management via bluetooth
- User authentication and Push notifications are not features I need at this time
- Data storage is required for tracking motor performance, settings and usage over time
