Android Phone Tracking Device Setup

I need an old Android 7.0 phone adapted into a tracking device hidden in my Bayliner 185 Sportboat. The device should send SMS movement alerts (like towing or moving) and support SMS notifications.
Key Requirements:
- Setup of movement alerts active when travelling > 10kph send update location every 10 minutes. When stationary for more than 30 minutes send location and power off
- SMS notification system providing Google Maps location link
- Secure, hidden installation controlling power feed to USB port i.e. IF battery <30% - charge. IF battery 100% - disconnect
- accept remote 'whereRU' via SMS send location via SMS to accredited recipient
