Android TV OS - Navigation App Development (Plain & Static) just 3 screens, without internet function

I'm looking to build a simple Android TV OS app for an office building navigation system. The app will be displayed on a digital standee.

Requirements:
- Modern, minimalistic UI
- Static screens; no animations or transitions
- Multilingual support

App Functionality:
- Initial screen: List of departments
- Tapping a department shows: "Where and which floor the department is, and how to approach there"

Ideal skills include:
- Android TV app development
- UI/UX design for minimalistic interfaces
- Multilingual support integration

Experience with static navigation apps is a plus.
