Android Jetpack Compose cannot edit text field MVVM state not changing and update called twice

Hi,
I am trying to understand why my android app is not working. I created a sample app to demonstrate the issue. What I need is a working version of the app. All I am doing is loading data into a form and attempting to edit it.

IMPORTANT, the sample app is just to explain the problem, not the actual app.

DoD: Definition of Done, allow the state which is a representation of the class to be editable.
