Android / Iphone App for Prestashop 1.7 Web

We want to do the development of an App for Android and Iphone for oiur Prestashop 1.7 site. We dont want to do native App, we want we can do it as simple as possible for start seeing if there is interest. All development done for our Prestashop platform, and all modules should work fine. Basically we would like to have something like a web App.
We dont know if thats possible, but we dont want to have an App in constant develompent to having to invest a lot of money, we want something simple and if we update something on web to be accessible in the App too.
The only added funcitonality we would like to have is send push notifications to all customers. The rest we would like to be as in the web.
