Android/IOS app for school study groups

I would like to build an app for students to share class notes with each other. Everytime a note is shared, the poster would get a fixed amount of incentives in USD. It should include a feedback option to rate the notes from scale 1-5. Lowest rating notes are automatically removed. There also should be a discussion room for each notes so students can discuss their notes.
